Wilmington, Del. (November 2, 2020) — Highmark Blue Cross Blue Shield Delaware today announced its Affordable Care Act (ACA) health insurance products for the upcoming year, offering individuals and families a wide range of high-quality, affordable coverage options tailored to meet their individual needs.
The open enrollment period for selecting a 2021 ACA plan in Delaware runs from Sunday, November 1, 2020 to Tuesday, December 15, 2020. Consumers are also eligible to shop for an ACA plan outside of the annual open enrollment period if they have experienced certain life-changing events, including losing health insurance, having a child or moving.
Highmark offers ACA plans in Delaware with very low or $0 deductibles. Many consumers — including about 75 percent of Highmark’s current ACA members — are eligible to receive subsidies or tax credits to help make coverage even more affordable. Members who qualify receive an average credit of $850 per month. A new reinsurance program, implemented last year, has further reduced the cost of health insurance for ACA consumers across Delaware.
“Through Highmark’s approved rate decreases, and the state reinsurance program, we are pleased that rates for ACA coverage have decreased by an average of 20 percent over the past two years,” says Alexis Miller, president of federal markets for Highmark. “We have an expert team available to help new shoppers sort through their options and pick the right plan for them.”
Delaware consumers can select an ACA plan from Highmark that provides in-network access to all acute care hospitals in the state, as well as in-network coverage for services received from more than 95 percent of doctors and hospitals around the country through the BlueCard® program. This includes access to contracted Blues providers in Pennsylvania, New Jersey and Maryland.
In 2021, Highmark will introduce ACA plans in Delaware that offer integrated adult dental and vision coverage.
“We introduced integrated dental and vision plans in the ACA marketplace last year in Pennsylvania, and received extremely positive feedback from consumers,” Miller says. “We’re pleased to offer these comprehensive coverage options to Delaware for 2021. We are also increasing the availability of plans that can be joined with a Health Savings Account.”
Through new plans, new networks, and lower prices, Highmark has increased its ACA membership in Delaware to about 26,000, compared to about 22,000 in 2019.
