Chief Financial Officer, Highmark Health Plan
Kate Musler is chief financial officer for the Highmark Health Plan. In this role, Kate is responsible for providing strategic financial leadership for the Highmark Health Plan. She is responsible for developing, implementing, and maintaining targeted efforts to ensure the financial stability and viability of the Highmark Health Plan, including the transformation necessary to operate as a successful integrated delivery and financing system.
Previously, Kate was Senior Vice President of Risk Management and Provider Networks for the Highmark Health Plan. In this role, she was responsible for actuarial, underwriting and provider network functions covering 7 million members including Medicare, Medicaid and Commercial lines of business.
Kate joined Highmark in 2019 as a Senior Vice President of Underwriting, transforming how the underwriting organization engages with their internal and external customers. Kate transitioned into a new role as Senior Vice President of Provider Network and Payment in January of 2023, bringing together financial, relationship and operational support for Highmark’s provider community and evolving the operational model to support the Living Health vision.
Her areas of expertise include underwriting, actuarial services, medical cost analysis, network contracting and operations, and regulatory advocacy.
Kate earned a Bachelor of Arts degree in Mathematics from Wellesley College and began her career at Aetna, Inc. in Hartford, Connecticut, working for 15+ years in various actuarial, analytical and regulatory advocacy roles. She is a Fellow of the Society of Actuaries and a Member of the American Academy of Actuaries. She previously served on the AAA Governance Task Force as well as the Actuarial Standards of Practice ASOP 8 Rate Filing Task Force.
